I'm not disputing that the Cardassians were preparing for a war withthe Federation and that they would have eventually declared war if theFederation had done nothing. I'm also not disputing that Maxwell wasinstrumental in informing the Federation of the Cardassian's actions.What I disagree with is the part about Maxwell kept the Cardassiansfrom declaring war. Maxwell was actually playing into the Cardassian'shands by giving them an excuse to declare war. If Maxwell had beenallowed to do what he wanted, the Cardassians would have declared war,possibly within days.
